Are we lacking in political talent?

Over the last few weeks many, many column inches have been written, relating to our Junior Minister John Halligan’s recent faux pas. Thus, widened the debate further, as to whether or not Waterford has the political talent to actually make a difference to the City, County and wider South East region.

If you look at our neighbouring counties, the numerous political “Big hitters” across our borders are well publicised. These TDs are aligning themselves for significant portfolios in the next Irish Government, be that 2018, 2019 or 2020.

Waterford’s long term hurling foe, Kilkenny, have a five seat constituency. Both FF and FG will probably be targeting three seats in the “Black and Amber” county. Out to the “Wesht” we have the super constituency of Cork. The two main parties of FF and FG are well aware that this very large geographical area is a key battle ground. Eighteen seats are available, across the various compass points, Tipperary has five seats on offer and so does Wexford.

We are quite literally surrounded, by much bigger political sharks and that in itself is our greatest challenge. The main two parties and probably SF, albeit behind closed doors, see the Déise as fish bait. Nothing too important and far enough away from Dublin headquarters to ignore....most of the time.

We have seen economic report after economic report shelved, or used to prop up wobbly old desks or used as doorstops, in dusty corners of Leinster House. From a rushed “Talk Talk” report, delivered by Richard Bruton and announced on WLR FM, during “Winterval on Ice” outside broadcast, in December 2011, to the most recent South East Economic reports. These have all come and gone. They have all been launched with much razz-a-ma-tazz, promising a subheading of “This is the one to fix our woes!” Yet many, many years later we are still stuck in the same Groundhog Day.

Our latest golden ticket promise of a “Proper” cardio review, has now been found wanting in the terms of reference. These by all accounts having been by-passed by our own TDs apparently, they are now arguing the terms need to be changed? The bigger questions is, is it just the four Waterford TDs asking that these be changed or are our political neighbours doing the same?

Surely, 4+5+5+5=19, makes a more powerful argument than the lone voices of four individual party members?

Despite the rhetoric surrounding the apparent working together on the “Three Sisters” bid. I do wonder, will we ever persuade the likes of Kilkenny, Wexford and adding in Tipperary, to really support the betterment of the region. The TDs in these neighbouring constituencies see themselves as THE regional players and do not wish to bow down to Waterford. They do after all have significantly bigger population centres and more TDs in the Dáil.

So what of Waterford’s political talent pool? Do we have the right people in Dublin to persuade our hostile neighbouring tribes to support the Déise? Well at this moment in time that would appear to be a big fat NO!

We have two TDs in Government. One has decided for some unknown reason to become John Ford’s “The Quiet Man” and our other Junior Minister the complete opposite. You know you have made it as an Irish politician, when Mario Rosenstock satirises your every move!

With two TDs in Government you would think that we would have some chance of succeeding. Alas, like so many of the reports that have gone before, their promise has been fleeting and ephemeral.

Will Waterford ever be a political force in Dublin? In truth that probably won’t happen, unless we return three, yes three, main party TDs. Or better still four from the same party! This of course, will not take place as we are voters of habit. Come election time we tend to vote the same old way.

We do need our current elected representatives to pull their socks up, whatever happens in the next year or two. They must start meeting and dealing with our “Hostile” neighbours.

They meet regularly themselves. Maybe now is the time to invite a few more to their tea party?

Who remembers THAT letter? “What letter?” I hear you cry!

In May last year, I wrote about a certain Neville Chamberlain’s political faux pas, which defined his office as Prime Minister of “Blighty”. On the 30^th September 1938, after a meeting with Chancellor Adolf Hitler, Chamberlain returned to England, via Heston Airport. He exited his “Corporate jet” waving a letter from his now BFF, announcing that there would be, “Peace for our time.”

Chamberlain, in those few brief minutes, was claiming that he had singlehandedly stopped the prospect of Armageddon. He had prevented World War II.

Scroll forward just under twelve months, to the 1^st September 1939, which we now recognise as the “Official start date” of WWII. For all Chamberlain’s letter waving and pontificating, there was no substance to Chancellor Hitler’s letter. In fact we now know, that the letter was used to stall for time, to allowing Germany to build even bigger military forces. More disturbingly, this hand typed A4 piece of embossed paper, meant that the European powers could “Legitimately” stand back, empowering Germany to make some significant land grabs.

Recorded history is a great reference point and I would advocate that we all every now and again, dip into it to see the journey we have taken.

On 6^th May 2016 we, particularly in Waterford, became very excited about a similar piece of correspondence. A letter from the then Minister of Finance, Michael Noonan TD, was waved to us, by our own Junior Minister Halligan. This declared that a second Catheterisation Laboratory had now been signed, sealed and delivered for Waterford and the wider South East. The funding and building of the second laboratory was cast in stone. Written into that mythological document, “The Programme for Government”. Fine Gael, supported by a few Independent TDs, would construct our Hanging Gardens of Babylon.

We should have been very wary of such claims and promises. History has taught us to be cautious of people waving letters. But then again we somehow choose to learn so very little from our immediate past.

“Subject to a favourable recommendation from an independent clinical review of the needs of the region....” in the first paragraph of the Minister’s letter. This should have set alarm bells ringing. We were told that this review was merely a formality. Boy were we sold a banana boat with no paddle!

14 months later and we are in reality, no further forward. We’ve yet to see foundations being dug to build a Catheterisation Laboratory. This would give us access to the very basic rights to appropriate emergency care.

The political fudge, to appease the Waterford/SE hordes, was to provide a mobile laboratory. This too was also given lots and lots of PR spin. Yet many, many weeks have passed since this unit was supposed to find its way to Waterford, for the month of June. We are led to believe that September is now the promised landing date for this unit – maybe we should club together and buy Minister Harris a sat nav?

What is for sure is that Fine Gael, with its Independent Alliance support foundations, could sign off on the procurement, build and delivery of a Catheterisation Laboratory for Waterford and the South East, at the stroke of a pen! Far too many do not see Waterford and the SE as a priority, certainly Leo and Simon don’t.

There is, in all honesty, NO need for people to be asking for other parties to threaten this and threaten that, if the lab is not delivered. Let’s face it, the opposition parties are only interested in getting into power and not bringing down a Government. Asking the people to vote at another GE is not on the cards. There is NO appetite for this type of political revolt. Anyway, we only have two opposition TDs in Waterford, so in the Number’s Game, we’re zero/zilch!

OUR issue is that we need politicians who are prepared to box clever, whilst driving OUR agenda. We need people in power, representing us, who can forge alliances and work the dark, dingy corridors of power in the Dail.

OUR Political talent pool is just too small to make any real difference. Maybe next time around?

Bun fight across the Oireachtas bar!

No need for us to anticipate the proposed, Conor McGregor ‘v’ Nate Diaz, rematch in that rather strange sport of UFC. Or the fact a possible Conor McGregor ‘v’ Floyd Mayweather, carnival boxing match, is being considered and was further reported on, over the weekend.

As we here in Waterford, now appear to have the prospect of watching Coffey ‘v’ Deasy, in the run up to the next general election. The two local Fine Gael politicians appear to be squaring up over a number of issues, with the University Hospital Waterford being the main fight topic on the card.

We have known for some time now, that Mr Deasy is well and truly playing the same hand of cards as Minister Harris and standing by the flawed Herity Report. In fact, they have been singing from the same hymn sheet for a number of months. Specifically, in relation to the provision of equality in our South East health service.

Well, it now appears, that from the corridors of the Seanad Éireann, Mr Coffey is starting to shout just a wee bit louder on this subject than his FG colleague. Now that I think, is a good thing. But we have to ask why this was not done a few years ago when Mr Coffey was in fact a Junior Minister, in Government?

When we had the much trumpeted Higgins Report, (I know, we have so many reports lying around we could actually build a wall in Kilkenny!) did our then TDs not act upon the very clear findings by Higgins? Immediately implementing the necessary changes to our health service, for the betterment of all citizens of the South East? All the recommendations were apparently there, in black and white, in the last “Programme for Government”? But alas, like so many other Waterford promises, these were not written in indelible ink! Quite clearly, all matters Waterford seem to be written in pencil, easily erased at the behest of others.

With FG beginning to fight internally, on Kildare Street, they are obviously concerned about the possibility of ever returning back to a two seat constituency, here in Waterford. So the battle lines have been drawn. The first shots across the bow have been fired. But will this very public spat actually benefit the campaign to secure our basic right to adequate health provision out of UHW?

The answer I fear will be no!

It does appear that come election time, we all conveniently forget what has happened over the past 2, 3 or 4 years. Yet we recall the day, which came out of the melting pot, having kicked the neighbours out of Ireland and the subsequent formation of the two main current political parties – namely FF and FG.

Old habits certainly die hard when it comes to putting a number against the ballot paper. We seem to conveniently forget past atrocities and vote the same old way. The last election proved this point and come the next election, will we really vote on the basis of what we read and feel today, in this moment?

The spat between our two FG heavyweights, will bring many column inches to local newspapers, but very few to a national level. Political posturing is akin to the Peacock flashing his wonderful tail feathers, to attract a Peahen into his harem. Not all are fooled.

As a few more regional TDs join our campaign, this will further highlight the deficiencies in those unwilling to support, what should be rightfully be in place here in Waterford, benefitting of the whole region.

Our mobile catheterization laboratory is apparently so mobile, that no knows where it is and when it might actually get round to visiting Waterford. Maybe, Mr Coffey could give Minister Harris these GPS co-ordinates of the hospital, 52.2486° N, 7.0781° W, so that they can be passed to the appropriate Department!

The real fight will of course not live up to the hype, as Mr Deasy will continue his radio silence on all matters Waterford.

Come the next knock at your door, remember the immediate past!

Boyle’s Law – life in a vacuum!

Lismore “Boy”, Robert William Boyle, was an inventor, alchemist, chemist and physicist. He was actually born in Lismore Castle, to the 1^st Earl of Cork. He led a privileged life and was sent to Eton College, England, to be educated at the very highest level and also spending time at Oxford. He published his own law, Boyle’s Law, around 1662. Because I paid no attention to “Big Jim Skull”, my Bell Baxter High School secondary teacher, I have absolutely no idea what use Robert’s Law does in today’s world. Or for that matter if I have ever used or come across his law – but I am sure I must have!

I do know that he worked with pressure, gases and vacuums. His worksheets, papers and books are all kept in The Royal Society archives. Vacuums were just great things, in the old chemistry lessons, and we all remember blowing up balloons, by sucking ALL the air out of that bell shaped glass vacuum.

We heard last week that the planning permission for the proposed Michael Street Shopping Centre development was also granted. Lecturer at WIT, Mr Ray Griffin, producer of a recent excellent WIT economic report on Waterford’s potential, was on WLR FM talking about the need for this development to go ahead. As we now expect, when we hear from Mr Griffin, he says it as he sees it, and he let the listeners know that we have been in a political vacuum for a number of years. This has contributed significantly to Waterford’s lack of actual real development.

Some might say that these were harsh words, however I totally agree with his accurate description. We have endemic problems that are not being addressed and until such times as we dig deep and see what needs to be changed, then change will not be made.

Whilst we are not living in a complete vacuum, we are to a greater extent, being pressurised by others, with greater political clout, to feed off the crumbs from the Department of Finance’s funding trough. But alas, we have been in the same political vacuum for many, many years and we do not seem to be getting any further forward? Are we just willing to accept yet another 3 or 5 years of others deflating our balloon?

Only a few months ago we heard that funding would be available for the airport, the hospital would get X, Y and Z, investment would be made in the City which would transform our economic future. The clock has been ticking very quickly since the last general election and now we have no more commercial flights in or out of Waterford Airport, the report on our hospital needs is now overdue, what is happening to our “University” bid and whilst other cities win European funding we are once again left wondering – “Did that really just happen!”

I cannot imagine Cork, Limerick or Galway standing back and accepting the same lack of funding that isn’t coming to the Sunny South East. We know that their political super heavyweights would simply NOT agree to anything else but the development of their City and Towns. They have political clout that is not affected by pressure and, trust me, they do not work in a vacuum.

Our competition box clever and fight for every Euro and cent that might just make their constituents’ life that wee bit better. They bang the table, have the ear of Kenny and Noonan, they threaten political revolt and have the cajones to barter a better deal for the very people that vote them into power.

Robert Boyle was a visionary of his time, with many, many sceptics who questioned his work and his findings. But Robert ploughed on regardless and is remembered as one of the founders of modern chemistry. 

Maybe we need to rekindle that “never say die attitude”, that Robert showed in his work, and make sure that we develop Waterford, not in a vacuum, but as part of our resurgent Sunny South East.

The last thing we need is another wee p*”@k bursting our balloon.

“Peace for our time!”

"It is peace for our time" the headlines would read.

As the country moves ever so slowly towards a minority Government, we have in recent days, seen much trumpeting from John Halligan TD and the promise of 24 hour cardiac care at University Hospital Waterford.

In addition, it has been indicated from Halligan, that there will also be good news for Waterford in terms of increased funding for Waterford Regional Airport. Changing the criteria to allow Waterford Institute of Technology to pursue a solo bid, if they so desire, for a change in status to a “Technological University”.

Like all these promises the devil really is in the detail and whilst Halligan has laid ALL his cards, face up, on the table he insists that 24 hour cardiac care is only a few “hearts beats” away. However, we have not actually seen sight of the piece of paper that will commit this rag tag minority Government to deliver what was one of Halligan’s election promises. 

Lessons from history show us that people in the public eye, particularly political figures, must be extremely careful what they say and promise. I can now see Waterford, holding its collective breath, waiting for that embossed, letter headed piece of paper from Minister Noonan and the Department of Finance, committing the circa €10,000,000, identified by Halligan, to finally deliver the much needed 24 hour cardiac care to University Hospital Waterford.

I do hope that Halligan has not made the cardinal error of “Doing a Chamberlain”!

On 30^th September 1938 the then British Prime Minister, returned to Heston Airport waving an A4 sheet of paper and declaring that after direct talks with Chancellor Hitler that there would be “Peace for our time”. History has shown that the letter signed by Adolf Hitler was nothing more than a tactic to stall for more time and to keep the Allies out of a direct conflict with Germany.

Chamberlain saw this as an opportunity to deliver for the people of Great Britain and boy oh boy did this back fire in the most monumental way. It is interesting to note that the plane in which Chamberlain retuned to London had an identification mark of G-AFGN – there are a few anagrams in there somewhere!

I know that Halligan has without doubt, had to wrestle with his conscience, consider his own values and those of his vast electoral base to have to “jump into bed” with a minority FG Government. It even looks likely that he will be given a seat as a Junior Minister when all the dust has settled. This decision I am sure does not sit kindly with many of his voters and in fact the vitriol across the various social media platforms last week was nothing short of shocking.

Many, I am sure are feeling betrayed and no matter how much spin is put out by the Halligan Camp, there will be some substantial fallout in terms of future voter support.

The caveat is of course, that if Halligan has secured the circa €10,000,000 funding and more importantly a proper structured plan to give the 24 hour cardiac care longevity for the South East, then we must all applaud his efforts and the labours of the many people lobbying hard in the background.

Halligan will no doubt be hoping for extra letters securing additional airport funding and that a resolution to the university issue will also be forthcoming.

Time will tell, if the recent hyperbole of promises will actually be delivered for Waterford and I for one hope that the A4 embossed letters are imminent, so that we can start planning Waterford’s future.

If these three election hot potatoes are delivered by Halligan, before the end of the summer, then he must be applauded by everyone and even more so if he has had to make the impossible decision of, “Sleeping with the enemy”.

I do hope that the letters Halligan will eventually wave to the assembled media hordes, will deliver and there will be no anagrams in sight!

Mr Browne's boys made us look like a bit of a joke!

The per-referendum headlines last week were all centred around “The People’s Debate” with Vincent Browne, which was aired on Wednesday 20^th May.

I attended the live recording on Monday 18^th May having been asked to do so by the show’s producers. I was not sure what to expect but I was pretty sure, as with all these types of pre-recorded and edited shows, that what would go out on the evening of Wednesday 20^th May could either be great for Waterford’s stock or detrimental to Waterford’s stock.

Unfortunately, we got the later.

To set the scene. On the evening of the recording Vincent set the tone with the audience well in advance of any actual recording and he skilfully asked the audience what they wanted to discuss and debate. He steered us though all the hot and spicy topics for the debate and then brought in the three victims (TD’s), like gladiators entering the Coliseum. Only our Gladiators were armed with pen and paper and there was not a gladius or trident to be seen. Minister Paudie Coffey, John Halligan and Ciara Conway all entered the arena together, to a mixture of one or two muted cheers, lots of boos and much heckling from an audience clearly baying for blood.

The shows concept has now moved on from a debate to a shouting and venting match with the each weekly audience getting progressively more vocal and I feel that every week the new audience is trying to outdo the previous week’s show. There are approximately 24 more shows to be recorded and aired and I would hate to think what the audience’s mood or fervour will be as the show nears the end of its run. Clearly, the whole concept of debate has been lost and there are many angry voters wishing to vent and express their displeasure at their local TD’s and this platform is an ideal opportunity to do just that.

Regrettably, what we then get is a show that like so many others is edited to either be positive or negative about the City or Town where the recording took place. We must bear in mind that Waterford has to be even more positive than our competing Cities and Towns if we are to fast track our economic recovery, and the negativity that came from this recording will do Waterford’s stock absolutely no favours at all. And we have all seen the reality TV shows where clever editing has made contestants look like angels or devils, and when said contestant is evicted or voted out they are surprised that they have been portrayed in such a bad light. This unfortunately is the result of editing and often many of the good positive parts of such programmes are literally felt on the cutting room floor.

On the evening of the recording I know that there were a number of international business people, visiting Waterford, not too far from the programme venue and had they happened to wander into the debate I would hate to think what impression of Waterford they would have taken back to the States or Europe.

We have to be very, very careful of the PR we are producing for the City and County if we are in fact serious about bringing the City forward, seeking investment and ultimately reducing our unemployment rate. Shouting and berating politicians on national primetime television is not the way to go. Whether or not they deserve such vilification the circa 90 minutes of negative TV coverage is the last thing Waterford needs at the moment and we as citizens should be aware of that.

And just to emphasise my point of how positive PR makes us feel better and makes the Country look better we only have to assess at the impact the referendum vote on Friday 22^nd May will have on Ireland Inc. There can be no doubt that this voting issue received worldwide attention and will well and truly put Ireland on a very positive footing as the only country in the world to pass such constitutional change.

And what this says about this for every green county goes way beyond the actual vote and this change will, in time, make Ireland a much better place for investment and I am absolutely sure that the issue of equality will be one of the investment criteria that many a multi-national will now look at when seeking investment in Europe. As real equality says an awful lot about a country and its people and this will NOT go unnoticed.

Back to the debate. I received a phone call on the morning of Wednesday 20^th May asking me what I thought of the Monday night recording. I stated the obvious and said that I felt there was a lot of negativity in the room and depending on how the programme would be edited it could show Waterford in a good or bad light. I also commented on the performance of our TD’s and on the strength of this I was asked to appear on the live post-show analysis programme. I duly travelled up to Dublin to, in my mind, set the record straight about all the positive stories around Waterford at the moment. Alas, there was simply insufficient time to get all my points across and in the very short time I was given to speak I tried to get in as much positivity about the City and County as possible.

The lessons to be learned are very clear. If we are to put Waterford on a national television platform those participating must be mindful of the audience that will be watching the final edited programme. As I have said on many occasions we are ALL responsible for job creation, positive reinforcement and talking positively about this great City and County. We ALL have negativity in our lives but when the opportunity arises we must switch on our positive gene for the betterment of everyone and sadly for “The People’s Debate” we missed that opportunity.

 

Finally, I could not sign off without once again saying a gargantuan “Well done Ireland” in the referendum vote on 22^nd May. Whilst, I could not vote myself the overwhelming YES vote was a huge endorsement by the people of Ireland and to see so many people engaged in the debate was extremely positive, upbeat and heart-warming. 

I wonder if there will be as much enthusiasm for the next General Election!
