“Rotten apples – we’ve a barrel full of them!”

“Surprise Surprise”, as Cilla Black would once have said. Leo “The Limelight” Varadkar has with all the Wisdom of Solomon, decided to give his full backing to his embattled, beleaguered, Tánaiste, Minister Frances Fitzgerald. In many ways, he is very quickly becoming our very own version of the “Iron Lady”, Margaret Thatcher. He is very clearly “Not for turning!”

Over the last few days, right across our national media, he has repeated the same mantra, time after time, after time. He will, come hell or high water, not throw out, sack, dismiss, get rid of, abandon, or ask her to resign.

As a result, there has been nothing but incessant talk about a possible general election before Christmas. Come on Leo, we have barely had time to recover from “Trick or Treating”, Black Friday, Cyber Monday, Winterval starting and the switching on of our Christmas lights. We were all beginning to feel at lot like Christmas and with one fell swoop, you have with your Scrooge “Bah humbug” attitude, put back the misery in our hearts.

If you follow through with your hard line Maggie Thatcher attitude, you will do nobody any favours. The Irish public do not want another general election and your aides, spin doctors and political advisers MUST be telling you this. Even Santa Claus, is probably writing a letter to you as we speak. You’ll be placed at the VERY TOP of his “Naughty list”, if you continue with this election threat.

I for one, don’t wish to see any politicians this side of Christmas. We want to greet carol singers knocking at our doors and not political activists, pushing regurgitated 2016 fake election promises into our face. The mood of the electorate is no election this side of Santa’s arrival. Yet once again, you seem to be ignoring the wishes of the very people who gave you the keys to the Dáil.

It now transpires, that not only did your besieged Tánaiste ignore an important email, a senior official in her department, also appears to have taken a phone call as a follow up to said email. An email, which was very conveniently forgotten by the Minister, despite the content being the hottest gossip in town.

For sure, we all make mistakes and errors of judgement, however there is a feeling that a select few are now trying to give us the run-around. Are we, the public, once again being treated like the dirt on one’s shoe?  

When this current Government and FG came to power, there were undertakings that favouritism and cronyism would be a thing of the past. That was OLD Irish politics, they said. Then Leo seized power. Grabbing the limelight and promising that there would be open transparency never seen before, in Leinster House. He very quickly rolled back on that pledge. We are now in the midst of a whirlwind of corruption, sticking two fingers up to the people of Ireland.

I am not sure there is ONE good apple in our political barrel.

Our members of the Dáil, are quite clearly prepared to do everything it takes, to greedily grab more power for their own gain. Long gone are the days, when you would throw your hat into the political arena for the betterment of your constituency. It has become more about “What’s in it for me”, rather than how can I make a real difference to the lives of the people of Ireland?

I would quite happily blacken ALL political parties with the same brush. No matter what they say in public, behind closed doors they are all the identical. All from the same malevolent gene pool. Opposition parties promise the earth, moon and stars to be elected. Yet, when and if they get in to power, their election manifesto, turns out to be a wish list, nothing more.

Will we be going to the polls before Rudolph et al, deliver Santa to your chimney, ready to sip his now customary malt whisky or even whiskey? I for one hope not.

I secretly think, that the political glitterati also wish to avoid a GE. Are they perhaps accruing a few more months on office, whilst augmenting their sizeable pensions!

Are we lacking in political talent?

Over the last few weeks many, many column inches have been written, relating to our Junior Minister John Halligan’s recent faux pas. Thus, widened the debate further, as to whether or not Waterford has the political talent to actually make a difference to the City, County and wider South East region.

If you look at our neighbouring counties, the numerous political “Big hitters” across our borders are well publicised. These TDs are aligning themselves for significant portfolios in the next Irish Government, be that 2018, 2019 or 2020.

Waterford’s long term hurling foe, Kilkenny, have a five seat constituency. Both FF and FG will probably be targeting three seats in the “Black and Amber” county. Out to the “Wesht” we have the super constituency of Cork. The two main parties of FF and FG are well aware that this very large geographical area is a key battle ground. Eighteen seats are available, across the various compass points, Tipperary has five seats on offer and so does Wexford.

We are quite literally surrounded, by much bigger political sharks and that in itself is our greatest challenge. The main two parties and probably SF, albeit behind closed doors, see the Déise as fish bait. Nothing too important and far enough away from Dublin headquarters to ignore....most of the time.

We have seen economic report after economic report shelved, or used to prop up wobbly old desks or used as doorstops, in dusty corners of Leinster House. From a rushed “Talk Talk” report, delivered by Richard Bruton and announced on WLR FM, during “Winterval on Ice” outside broadcast, in December 2011, to the most recent South East Economic reports. These have all come and gone. They have all been launched with much razz-a-ma-tazz, promising a subheading of “This is the one to fix our woes!” Yet many, many years later we are still stuck in the same Groundhog Day.

Our latest golden ticket promise of a “Proper” cardio review, has now been found wanting in the terms of reference. These by all accounts having been by-passed by our own TDs apparently, they are now arguing the terms need to be changed? The bigger questions is, is it just the four Waterford TDs asking that these be changed or are our political neighbours doing the same?

Surely, 4+5+5+5=19, makes a more powerful argument than the lone voices of four individual party members?

Despite the rhetoric surrounding the apparent working together on the “Three Sisters” bid. I do wonder, will we ever persuade the likes of Kilkenny, Wexford and adding in Tipperary, to really support the betterment of the region. The TDs in these neighbouring constituencies see themselves as THE regional players and do not wish to bow down to Waterford. They do after all have significantly bigger population centres and more TDs in the Dáil.

So what of Waterford’s political talent pool? Do we have the right people in Dublin to persuade our hostile neighbouring tribes to support the Déise? Well at this moment in time that would appear to be a big fat NO!

We have two TDs in Government. One has decided for some unknown reason to become John Ford’s “The Quiet Man” and our other Junior Minister the complete opposite. You know you have made it as an Irish politician, when Mario Rosenstock satirises your every move!

With two TDs in Government you would think that we would have some chance of succeeding. Alas, like so many of the reports that have gone before, their promise has been fleeting and ephemeral.

Will Waterford ever be a political force in Dublin? In truth that probably won’t happen, unless we return three, yes three, main party TDs. Or better still four from the same party! This of course, will not take place as we are voters of habit. Come election time we tend to vote the same old way.

We do need our current elected representatives to pull their socks up, whatever happens in the next year or two. They must start meeting and dealing with our “Hostile” neighbours.

They meet regularly themselves. Maybe now is the time to invite a few more to their tea party?

What if your Local Property Tax was to go up?

“Well boi”, it’s that time of year once again!

Behind the closed, locked doors of City Hall and Dungarvan Civic Offices, our 32 Councillors will be, should be, fiddling with their calculators. (This is not a euphemism!) They’re deciding the Waterford City and County budget for 2018. But just what might this mean for you, the reader?

The actual process of passing and approving a “Balanced budget” is rather strange. As there is so much of the Executives’ budget that is quite literally “Untouchable”. In fact our Councillors can only change, alter or influence a rather small percentage of a much larger circa €130,000,000 budget. With the Lansdowne-Haddington-kick-the-can-down-the-Road agreements coming on stream, we could see pressure being heaped on our Council to contribute more to budgetary areas. Expected pay and pension increases that may not actually be covered by additional, supplementary central exchequer grants/funds. This of course means you and I have to pay for this.

You might recall, that our local news and media, covered many column inches, giving lots of radio snippets, about just how there could be absolutely NO Local Property Tax (LPT) or Commercial Rates increases for 2017. The Councillors agreed that the timing was NOT right!

What has changed in our economic outlook that makes increase charges to LPT and Commercial Rates, a very realistic possibility for 2018?

Look at highly regarded reports, such as the WIT “South East Economic Monitor” and more recently the Council’s very own, Indecon “Economic Cost Benefit Appraisal of the Waterford City Urban Renewal Scheme”. The Indecon document is the actual report, commissioned by the Council, submitted to Government for circa €61,000,000 of exchequer funding. Income that would make possible the alteration to infrastructural groundwork. Which in turn, would allow Saudi Arabia’s Fawaz Alhokair Group, to build on our Strategic Development Zone, on the North Quays.

Both of these reports detail and outline, in no uncertain terms, Waterford City/County and the wider South East region have some way to go, to catch up on the rest of the country’s “Green shoots of recovery”. In fact the gulf, excuse the pun, between some of the economic indicators is, in truth, quite jaw dropping. Disposable income, percentage of the population at risk of poverty, labour force participation rates, unemployment rates, third level attainment....and more besides, make for some incredibly grim reading.

But then we all know that the South East has been neglected by successive Governments for year, after year, after year.

The statistics produced, make an exceptionally compelling and concrete case for Government support for the Alhokair Group’s plans for the North Quays. I do hope that this money is forthcoming from this current Government. Kick starting a REAL recovery in Waterford and the wider South East region. One would also hope that any infrastructural funding would find its way to Waterford. Much, much faster than our rented, National Health Service mobile catheterisation laboratory did! (It has arrived! But then again you would know this, due to the “Trumpeting”, by a few on social media).

Oh and we must remember that with a local council election scheduled for 2019, next year is realistically, the only opportunity that our 32 brave men and women have, to impose punitive increases. Increases on both our LPT and that other easily reached cash cow, Commercial Rates. After all who would want to be imposing unpopular increases, when disproportionate door knocking is already pencilled into the diary?

Any increase, no matter how small, will affect our particularly local economy. Businesses and households are already extraordinarily tight for money, facing continued huge increases in car insurance, rising back to school costs, a spiralling cost of living, fuel expenses for both car and home inflating. Business overheads are also rising disproportionately, thus not reflecting where Waterford’s economy presently sits. The previously mentioned reports, back up just how tight we ALL are for money and disposable income is as rare as hen’s teeth.

What are we to do if increases are imposed by our elected 32 for 2018? Simply ask them directly;
“Why should I be paying more?” Above all, it’s imperative you take an interest in what your Councillors are doing for you and Waterford.

It is official – “Summer’s here!!!!”

The June Bank Holiday weekend is once again just around the corner. Boy does this come around quicker each year, or am I just getting older?

This of course means that we can forget for a few days at least, our woes, the political bickering of the FG leadership campaign, the effects of Brexit, the shenanigans surrounding the funding of our SDZ, our missing catheterization laboratory, our representatives’ empty promises and so on. As the City Centre will be buzzing with all manner of musical delights and a not insignificant hint of colour, over this June Bank Holiday weekend.

Returning to our streets will be the annual “City in Bloom”. A collaborative project between Waterford Council and Waterford Business Group (WBG), which has made a noteworthy contribution to additional Tidy Town points for the City. This, cross city project, has grown literally from few very small seeds, i.e. a handful of window boxes, to over 300 floral displays! In truth, there is no limit to this projects growth potential.

Start looking up at buildings and business shop fronts in the city centre, O’Connell Street, Ferrybank and Ballinakill Shopping Centre. Soon you will start to see the hint of the riotous colour which will soon engulf Waterford’s main footfall areas. City in Bloom will deliver once again for Waterford. In 2018, there could well be an exciting application to “Tidy Towns”, for Waterford City. Plans are afoot, to launch a bid as part of a “Bigger and better Tidy Towns”, supported by WBG. There is even consideration being given to the introduction of specific “Pollen bee friendly flowers!”, to make the application unique. The seeds have well and truly been sown (pardon the terrible pun)!

To launch the 2017 City in Bloom festival of flowers, there is an excellent competition for businesses to take part. WBG have teamed up with one of their members, Morris’s DIY on the Cork Road, to offer a €1000 voucher to the “Best 2017 improved shop/business front”. Some say that the best competitions are the simplest. All businesses have to do is post a before and after picture on www.facebook.com/WaterfordCityCentre/ Pictures must be posted before the August Bank Holiday and the winners will be announced in mid September. Businesses are allowed to post pictures retrospectively, provided the facelift/improvements took place from January 2017.

In conjunction with the launch of City in Bloom, Summer in the City makes a very welcome return to our city centre. On the main stage in John Robert’s Square we will see live acts performing across the opening weekend and right through, the hopefully long balmy summer weekends, to late August. The programme promises to deliver some age old favourite tribute acts, a smorgasbord of local singing talent and then there’s ArtBeat. This will once again showcase some of Waterford’s best emerging young talent. Bailey’s New Street will host ArtBeat every Saturday afternoon.

If we can now ask the weather gods to shine down upon us this summer, we are sure that all the programmes being launched this weekend, will help to get our city rocking, over the months of June, July and August.

There is much to look forward to around the wider county as well. You will find that there is a festival taking place somewhere, to undoubtedly suit any interest, hobby, or pastime. In terms of the bigger national and international picture, Redwater is flying the PR flag for our pretty, attractive coastal villages. We have already heard stories of people coming to the locations, where this drama has been filmed. Long may this continue and we hope to exponentially see more and more coming as the programme develops its fan base.

Our city should bloom during the Summer of 2017. As we get ready to sow some very strong roots for future growth and better news, in terms of our economic recovery.

There is much to look forward to on our horizon. In the meantime please do take time to look up at our wonderful quirky, higgledy piggledy buildings, sporting the colours of summer. Enjoy the free entertainment being provided across the city centre.

Above all “Live local, love local, shop local”.

Has Government interest in Waterford reached a plateau?

Last week at a clandestine, undercover meeting over the border, the news about the Waterford City Boundary Review extension decision was strategically leaked. Once again via the source of instant information that is social media. To be more precise, I read the news across a number of Facebook posts and of course the local Kilkenny newspapers had their “Scoop”. In no small part, due to the rumbustious nature of those Cats supporting TDs and Councillors, who have been very, very vocal and noisy on this topic.

The issues surrounding the expansion of the City, to a size of reasonable and significant consequence, are very complex, emotive and “Raw!” The fact is, that for the South East to grow and have any chance of competing with the other regions of Ireland, our City must be of much greater scale, than the one we currently recognise today.

For far too long we have been told that Waterford will be that “Gateway City” to the South East region. Despite report after numerous report, that goal is still as far away as ever. In spite of Minister after Government Minister promising to deliver for Ireland’s Oldest City, our competitive towns and cities steal yet more and more ground from under our feet, in relation to the greater good of the South East.

Last Monday, 3rd April 2017, the recommendations from the recent controversial review committee were NOT going to be implemented by the current Government. The report findings would be ignored and some “Fudge”, promising fields of green, would be put in place to appease the Deise natives.

This independent body, which we were constantly assured was set up with no political allegiance, came to the self determined conclusion, that Waterford City must be helped to grow and expand. That growth is necessary to assist the region to compete and attract future investment.

Now, this Government’s record with report findings for Waterford, is to say at the very least extremely woolly. We have one report being slickly and secretively rejected. Partly I fear, due to the political Grand National that is a looming FG leadership challenge. Only one report being implemented, despite the deep rooted flawed foundations, realising a single unacceptable outcome.

For the sake of protecting their identity we will call the two protagonists Simon C and Simon H!

These two men have just delivered the most bizarre of all Government spin. One, Simon H, has taken the Herity Report and stuck steadfastly to ALL of the findings and recommendations. Stating that the report was independent and as such must be adhered to, because as a Government Minister he cannot interfere with these outcomes!

Yet his colleague, Simon C, has taken another independent report and applied his OWN recommendations! Completely ignoring “The free from outside control and not subject to another's authority” independence of the Boundary Review Committee!

I suspect the outcome of both these reports, has far more to do with political posturing, than the good of the people of Waterford and the South East! Both FG and FF see the 5-deputy Kilkenny/Carlow, as a potential three-seat constituency. Thus these main stream heavyweight parties, view the Kilkenny/Carlow constituency, as a far more important political battleground than Waterford. Probably returning a similar political map after the next general election, as we always do?

With Simon C trying to reach his own political summit, leadership of FG and ultimately an Taoiseach for Ireland. He needs to find supporters, keep them sweet and there just so happens to be, two of his own good men across the River Suir. In addition he should need the help of some allies from this side of the river. Alas, that particular political “Scarlet Pimpernel”, holds court with no man, just doing his own thing – so no guarantees where the swing vote from Waterford will eventually go.

With these sorts of odds, is it any wonder that Simon C is hedging ALL his bets? There will be no need for him to cash out early, as he appears to have all the aces in his hand.

There is much to look forward to, in the coming weeks and months!

This unseasonably warm, dry weather, does not alter the fact that we are still in Winter! Whilst you may well have the odd Daffodil and Crocus, poking their colourful heads above ground to say “Hello”, there is every chance that we will shortly return to colder weather. Not by all accounts, such cold weather that marks February 2017 as the coldest since records began, but colder weather all the same.

Not that I wish to be too grumpy an old man, as Spring will be with us very shortly and there is much to look forward to, in the City and wider afield.

The City Council, as previously written about, have given their support to nearly 80 festivals and events. This is in addition to some excellent initiatives, such as the one that has currently been encouraging people to visit our museums on Sundays for free, up to the end of February. If this has been successful, in terms of drawing the crowds, then it might well be considered worthwhile to run again, later in the year.

Our next big City event, is of course the 1848 Tricolour Celebration, which takes place over the weekend of 3rd to 5th March. The event culminates on Sunday 5th, with the now traditional Flag Raising Ceremony on The Mall. In attendance will be a significant military presence, with accompaniment from some of our very best local Waterford musicians. But, prior to this happening, there are plenty for other themed events to look forward to.


An exhibition on Thomas Francis Meagher in the Central Library, combined with an Irish Defence Forces recruitment day. A comprehensive schools’ educational programme, which will bring TF Meagher to quite literally thousands of school children, focusing on the true meaning of the Green, White and Orange colours of the Flag. A Gala Dinner taking place in The Granville Hotel on Saturday 4th, with a not insignificant representation of overseas guests to the City. Perhaps the “Main event” will take place early, on the afternoon of Saturday 4th. Nearly 100 re-enactors will participate, in probably, the largest period re-enactment, circa 1916, taking place in Ireland this year. During the 20 minute choreographed performance, there are sure to be many hundreds of blank rounds being fired!!!

Following rather rapidly on the back of the 1848, will be the City and County’s St. Patrick’s Day parades. The largest of these processions will snake its way through the streetscape of the City Centre and finish on The Mall. We will once again see all manner of clubs, social enterprises, commercial floats etc on display, on what I always remember, as being a rather cold day of the year. It is just such a pity that the crazy, nutty world of Health and Safety has prevented the “Madder floats” from swelling the conga line, due to incomprehensible third party public liability costs!

Guaranteed, our St. Patrick’s Day parade will take our minds of the soon to be FG leadership challenges. Which one assumes will happen, after all the Ministers have had one last jolly. A jolly to pastures green, monuments green, in fact everything green, in some far flung foreign land.

Once St. Patrick or St. Patty, as they call him in the US (why do our Yank cousins insist on calling him this I have no idea!), has gone to bed for another year, we can start to look forward to many of our tourists arriving in Waterford. They in turn can look forward to exploring and discovering Ireland’s Oldest City, The Greenway and Comeraghs.

From the end of March onwards, we can get stuck into a full programme of Festivals and Events. Then there will of course be your own favourites. I am looking forward to the likes of Sproai, West Waterford Festival of Food, Harvest and of course my particular favourite The Sean Kelly 160km Tour of Pain, Suffering, Mental Torture, Agony.......and FUN!

So, if the political rumblings of a FG Leadership challenge send you to sleep, there are so many more events on the horizon to keep you awake in the coming year.

So it begins......AGAIN!!!!

If you are in favour of the expansion of Waterford City and the greater South East region (which I am), then you will be positively disposed to support the “Report of the Waterford Boundary Review Committee”. A rather meaty 70 page document, which was released last week and immediately, started World War III. With ALL manner of, hitherto silent TDs, from “Across the border”, suddenly getting their tuppence worth on the local airwaves. In fact I would not be surprised if some had contacted The Donald and asked him to fund building another wall!

It will be our shootout at the Ferrybank Corral, with party TD against party TD. The opening salvos have already been fired in the run up to the report’s release. Locally, we have FF and FG Councillors, upsetting their elected TDs, by clearly and openly being in favour of the expansion. Putting their electorate first, above inter-party politics. There have been contradictory radio interviews, thousands of written words in the “North side” local newspapers. As for social media. I am sure the fallout may well take down Mr Zuckerberg’s Facebook empire!

The Report recommends that the Administration area of Waterford Council, be extended to include a significant area, lying to the North of the River Suir. Thus, allowing the City to naturally expand and this in turn should allow for greater economic flexibility in marketing brand Waterford. In time this will help the whole South East region to catch up with the other regional areas of Ireland, which are quite simply miles ahead of Waterford/SE, in terms of their economic recovery?

Our Government’s track record, with regard to accepting and implementing reports, can be vividly demonstrated in the delivery of the Herity Report, on UHW. This of course means that the “Report of the Waterford Boundary Review Committee” will have to be realised, in full, no matter what the political outcry or consequences are!

The Ministers in the Dáil, cannot cherry pick which parts of this independent report they wish to activate. It is all or nothing, as with the Herity Report. A u-turn due to political carping from diametrically opposing views, will not be tolerated and in fact if this happens every “Independent report” can now be questioned, ridiculed and binned.

Unfortunately, like the current health campaign, many will to their own benefit, turn this into an entirely Waterford issue. Deflecting from the stark economic realities, that the South East region is so far adrift from the rest of the country, this expansion needs to happen to generate jobs, jobs and yet more jobs.

Those high horse political naysayers, with rose tinted glasses and myopic vision, need to realise that Dublin’s economic sphere of influence is creeping, rather rapidly, ever closer to our region. This will not only affect Waterford but Wexford, Kilkenny and Carlow too. Jobs will be sucked towards the capital and we will very quickly become dead, soulless commuter belts. It is already happening and to have any chance of stopping the tumbleweed blowing across the whole of the South East, we MUST compete. These recommendations will go some way to levelling the playing field.

It beggars belief that so many, can be influenced by such a few, with only one real agenda. The agenda of getting re-elected. These absent TDs now espousing a “Land grab” and some supportive Hacks, even likening the boundary extension to certain a Mr Hitler invading Poland, need to take a long hard look at themselves. Perhaps they have a rather jaundiced view of European history when it comes to Adolf et al?

The campaign opposed to the boundary extension, took the rather easy option. Asking people to duplicate, copy and regurgitate the same message, on a simple A4 piece of paper. Where’s the passion and emotion in that?

If this was such an emotive issue, then surely that should have been reflected in 19,000 individual heartfelt letters written from the soul? Not a Xerox duplicate.

The wider picture, like our health issues, needs to be addressed. We need investment and more jobs in the region. Moving a line on a map will undoubtedly help.

Bun fight across the Oireachtas bar!

No need for us to anticipate the proposed, Conor McGregor ‘v’ Nate Diaz, rematch in that rather strange sport of UFC. Or the fact a possible Conor McGregor ‘v’ Floyd Mayweather, carnival boxing match, is being considered and was further reported on, over the weekend.

As we here in Waterford, now appear to have the prospect of watching Coffey ‘v’ Deasy, in the run up to the next general election. The two local Fine Gael politicians appear to be squaring up over a number of issues, with the University Hospital Waterford being the main fight topic on the card.

We have known for some time now, that Mr Deasy is well and truly playing the same hand of cards as Minister Harris and standing by the flawed Herity Report. In fact, they have been singing from the same hymn sheet for a number of months. Specifically, in relation to the provision of equality in our South East health service.

Well, it now appears, that from the corridors of the Seanad Éireann, Mr Coffey is starting to shout just a wee bit louder on this subject than his FG colleague. Now that I think, is a good thing. But we have to ask why this was not done a few years ago when Mr Coffey was in fact a Junior Minister, in Government?

When we had the much trumpeted Higgins Report, (I know, we have so many reports lying around we could actually build a wall in Kilkenny!) did our then TDs not act upon the very clear findings by Higgins? Immediately implementing the necessary changes to our health service, for the betterment of all citizens of the South East? All the recommendations were apparently there, in black and white, in the last “Programme for Government”? But alas, like so many other Waterford promises, these were not written in indelible ink! Quite clearly, all matters Waterford seem to be written in pencil, easily erased at the behest of others.

With FG beginning to fight internally, on Kildare Street, they are obviously concerned about the possibility of ever returning back to a two seat constituency, here in Waterford. So the battle lines have been drawn. The first shots across the bow have been fired. But will this very public spat actually benefit the campaign to secure our basic right to adequate health provision out of UHW?

The answer I fear will be no!

It does appear that come election time, we all conveniently forget what has happened over the past 2, 3 or 4 years. Yet we recall the day, which came out of the melting pot, having kicked the neighbours out of Ireland and the subsequent formation of the two main current political parties – namely FF and FG.

Old habits certainly die hard when it comes to putting a number against the ballot paper. We seem to conveniently forget past atrocities and vote the same old way. The last election proved this point and come the next election, will we really vote on the basis of what we read and feel today, in this moment?

The spat between our two FG heavyweights, will bring many column inches to local newspapers, but very few to a national level. Political posturing is akin to the Peacock flashing his wonderful tail feathers, to attract a Peahen into his harem. Not all are fooled.

As a few more regional TDs join our campaign, this will further highlight the deficiencies in those unwilling to support, what should be rightfully be in place here in Waterford, benefitting of the whole region.

Our mobile catheterization laboratory is apparently so mobile, that no knows where it is and when it might actually get round to visiting Waterford. Maybe, Mr Coffey could give Minister Harris these GPS co-ordinates of the hospital, 52.2486° N, 7.0781° W, so that they can be passed to the appropriate Department!

The real fight will of course not live up to the hype, as Mr Deasy will continue his radio silence on all matters Waterford.

Time to find out who has the “Biggest Cojones!”

At the time of writing this wee column, Monday 5th December, our Councillors had rejected the CEO’s proposed 2017 budget for Waterford Council. A budget which was presented to our 32 Councillors, at a plenary session, on Tuesday 29th November. The basis of this overwhelming rejection, was due to the proposed Commercial Rates increase, to fill the now perennial black hole in the budget of around €1.3 million.

The meeting last week was watched by a “Packed” public gallery and press core. In reality, there were 5 members of the public in attendance. Only two stayed the course, for the three hour marathon meeting. In the end the members of the local press outnumbered the public by one!

Not really a great turnout for such an important meeting and the most essential function of our 32 Councillors.

The Pact, made up of our Fianna Fail, Fianna Gael and Labour Councillors, to a man and one woman, rejected unequivocally, the proposed budget. Based on the fact, that it was not the right time to be seen to be increasing Commercial Rates across Waterford City and County.

We even had Councillors Cummins (FG) and Quinlan (FF), who were both across the start line before any gun was fired! Reaffirming their position on the local airwaves, immediately after the budget meeting. Stating the position of their respective parties that a budget cannot be passed if it contains any Commercial Rates increases for 2017.

Now, I have no doubt that in the last seven days since the budget meeting, there has been an awful lot of shuttle diplomacy, Council Executive pressure cooker meetings with various Councillors, threats, counter threats and probably even the odd personal text message. Each side has been jockeying for position to try to see how a balanced budget can be passed.

The Pact laid down a very sizeable marker last week, when they rejected the CEO’s budget proposal. This was history in the making and a first for Waterford. Whilst, they did not show their hand there and then, or come up with an alternative budget, they did ask for two adjournments and another seven days of grace, in order to align their ducks. Seeking alternatives for the proposed budgetary increases in insurance, payroll and Irish Waterford fallout, to name but a few.

Now, the question must be, “Do the Pact have the Big Cajones to stick to their promise of a no rates increase?”

Seven days is a long time in politics and pressure influences people in many different ways. Many see pressure as a challenge and some just simply fold under it. With previous battle hardened cries simply turning into whispered whimpers, by those who don’t have big enough testes, to follow through with their promises.

So, if your are reading today’s newspaper and the headline news is a Commercial Rates increase for 2017, then we have Councillors who are frightened and are scared to carry out their one of their primary functions. Their spin after last week’s initial budget meeting was all for nothing and the dirty face of local politics has once again blighted Waterford’s progression.

However, ‘tis the season to be jolly and I for one, as a Scottish rugby fan and therefore an eternal optimist, hope that the Pact stand by their promise, to deliver an alternative budget with NO Commercial rates increase for 2017.

Waterford has yet to see significant green shoots and we need to get the message out that we are open for business. What we don’t need is yet another political charade. Bear in mind our competitors are slowly but surely sneaking ahead of us on many fronts. A wee trip to Wexford for example and you will see a significant amount of building, construction, cheaper car parking, heavy footfall....all done on the Q.T. They are not the only ones forging ahead of Waterford!

In many ways, having now aged several years, by being in attendance at last week’s landmark budget meeting, my appetite has only been whetted, as I await to see which of our Pact members delivers on their promise.

All I want for Christmas!

If you have not written your Santa letter by now, you will be no doubt be waking up, on the morning of Sunday 25th December, with the very real possibility that the bundle of presents under the tree are either not appropriate or are completely useless for you. That is of course assuming that you have been good during 2016. You therefore have been omitted from the naughty list and are due a visit from Santa in the first place.

Assuming that the majority of us are on the nice list, then we will receive some wonderfully thoughtful presents. We will no doubt be filled with the joy that giving presents also brings. We often forget that giving presents and gifts are equally important, if not more important, than the gifts we receive and this is often overlooked during the festive period.

I will no doubt wake up on Sunday morning and after saying “Happy Christmas” to the fairy on top of our tree, who this year is celebrating her 19th year in the Garland household, hopefully I’ll find the requested pair of socks and maybe one of the more unusual bottles of Scottish malt under the tree.

As we get older the number of presents under the tree, the number of presents secretly hidden in the tree, behind sparkly tinsel and twinkly lights, diminish year by year. Even the number of cards we now post and receive, lessens each year – we are social media carders now! It is not that Christmas becomes less important as we mature, it is just that our family circumstances change, alter and we adapt to that transformation.

So what should we wish for when we look at what Waterford would ask from Santa?

I do hope, that those with the power and influence, to deliver for Waterford in 2017, have posted their letters in time for us not to be disappointed come early Sunday morning. If I had the influence to write and deliver that letter to Santa, here is what I would have asked for – not a very big list.

The Government is telling us the country is on the up and Ministers are stuffing their own constituency stockings with this extra cash. I would ask for €10 million to invest in UHW’s cardiology unit. Only circa €2.5 million needed to build the unit and circa €7.5 million to staff the unit for the next two to three years. Once it is up and running, the lives it will save, will justify all running costs.

Another €20 million to finally deliver and create a University for Waterford and the South East, including all the bells and whistles needed to attract students and increased research funding. Not a fudged, pressure delivered, hotchpotch multi-campus minestrone soup of an organisation, as being proposed by those in power. But a REAL University based and administered in Waterford City, which would clearly benefit the whole of the South East.

€25 million to develop our SDZ North Quay and Port, to drive a whole new tourism market for Waterford and the South East. If we could develop these two vital pieces of the City’s infrastructure, we could place Waterford City at the very heart of the “Ireland’s Ancient East” tourism project. Making Waterford City the 3-4 night destination stopover, which would be the anchor for exploring the whole of the South East.

Only €55 million and none of it would be in loans. This would go an awfully long way to redress the lack of focused investment in Waterford and the South East. We are at the moment seeing our hospital, our infrastructure and our third level education establishment, being ever so slowly dismantled and methodically stripped. If we are not careful these three essential pieces of infrastructure will disappear for good.
 
If we do not have strong political and public representation, fighting for every Euro of the Government investment pie, we will remain the City which always receives a present, that has been given to us as an afterthought.

“Until the lambs become lions”

“Rise and rise again,
Like the Phoenix from the ashes,
Until the lambs become lions.”

A very appropriate quote for our magnificent Under 21 Hurlers, who wrote their names in to the history books, over the weekend. These young men, who played their part in the Minor Final in 2013, grew in stature and won Waterford’s, second only, under 21 All Ireland Championship, in the last 24 years. This is only our seventh All Ireland Hurling Championship title, in total, and was long overdue.

The People’s Park was awash with blue and white on Sunday afternoon, as thousands waited patiently for the team to return home to Waterford. The JJ Kavanagh bus eventually pulled up outside the Park and the team were introduced to the waiting crowd.

This truly was an astonishing TEAM effort, in the biggest sense of the word. As backroom staff, medical staff, fitness staff, coaches, selectors, analysts etc, even the bus driver, were ALL credited in playing their part in the victory in Semple Stadium, on Saturday afternoon. Thurles was an ocean of blue and white. Such Galway support in attendance, was simply swamped and overwhelmed by the Deise marauding hoards.

From Waterford, the team moved onto Dungarvan to receive their second home coming, from the supporters in the “Wesht” of the County. Once again thousands turned out to welcome these young warriors, who will without doubt go on to help the Senior team bring home that ever elusive Liam MacCarthy Cup.

This was not a day for political pontificating and thank goodness there was none to be heard. For once the political rhetoric was left in the wings and we could give 100% attention to the whole team, who quite literally filled the stage with the exuberance of youth – it was a day to remember.

In the week that was, it would be hard to get away from all the shenanigans surrounding Mr Herity’s “Independent Clincal Review of Provision of a Second Catheterisation Laboratory at University Hospital Waterford” (note the spelling mistake “Clincal” (sic) – I wonder if that is a portent of things to come?). This is a tough document to read and digest, but is readily available on the old interweb should you have a few hours to spare.

Whilst I was absorbing the atmosphere, in the Park, I started to wonder if our political glitterati actually got the message, from the Hurlers, that there is no “I” in team. Ah yes, there is a “Me” and perhaps they feel that politics is about the individual rather than the collective. It certainly appears that way when it comes to the provision of a second catheterisation laboratory at UHW.

We are now seeing knee jerk reactions. Hearing political claim and counterclaim. Spin on a biblical scale across all manner of social media, yet we are far from a TEAM on this matter. When you also consider that the UHW has a regional provision, then I start to get even more worried in terms of a united front – there is not one!

Whilst, we argue and fight, the Minister of Health, other hospitals, rub their medical hands in glee, as they do not have to find extra resources, from already stretched budgets, to fund an adequate health service in the South East region, through UHW.

It is FACT that NO party is prepared to actually put in writing that exchequer funds will be ring fenced and made available, to upgrade services, providing that essential second catheterisation laboratory. I MEAN NO PARTY!


All the political pomposity has resulted in every opposition party stating that “They will deliver what is required”. But no one is prepared to set this in stone. No one will commit to this in writing or sign on the dotted line!

To this extent our representatives should be ashamed.

We have one opportunity to pull together and work as a TEAM to deliver for Waterford. The South East region, needs to work in unison and do what is absolutely necessary to provide adequate cardiac services for the region. Failure to do so will cost lives.

I voted for lions but sadly got lambs....baaa!

Programme for Government OR Room 101?

Room 101 originated as a BBC Radio Five programme in the early nineties and was hosted by the comedian Nick Hancock. The concept eventually moved to mainstream BBC Television and the show is currently being hosted by comedian Frank Skinner. There are also the endless repeats being shown on a “continuous loop” on the satellite channel Dave.

Room 101 was of course inspired by the novel “Nineteen Eighty-Four”, author George Orwell, where ALL the worst things in the World would be gathered, placed and forgotten.

The current BBC series allows us to view an endless stream of celebrates, in a panel of three, placing all manner of objects, themes, ideas, people etc into Room 101, having discussed the merits for inclusion with host Frank Skinner. As a “dip-in viewer” I have often wished that Skinner had placed all three celebrates into Room 101!

Over the years there has been an eclectic mix of “things” that have ended up in Room 101 including; the FA Cup, Postman Pat, Ferrero Rocher, Margaret Thatcher, cyclists, golf, novelty underpants, hangovers, moths and even poor old Bono!

Clearly then, Room 101 has become synonymous with somewhere to place “things” that clearly do not matter to you, me and our TDs.

I have a sense that the new Programme for Government will become Ireland’s very own Room 101!

There has been great interest in the new Government’s minestrone soup of a Programme for Government, which can be viewed on the good old interweb, through various sources. This huge 155 page document, aptly titled “A Programme for a Partnership Government” outlines ALL and I mean ALL of the proposed plans that will be carried out during the term of this 32nd Government.

In realty this is just a big wish list or our TDs equivalent of a Dear Santa letter!

I recall a meeting in the Granville Hotel many, many years ago when I was CEO of Waterford Chamber. The event’s Top Table was Enda Kenny and a young (younger) Simon Coveney, with George Lee conducting the proceedings. You will recall that George Lee was trumpeted by FG as the new kid on the block, the new face of FG’s Irish politics and would be the man to shape the future of FG economic policy to ensure stability and drive the country’s recovery!

In the end the dinosaur that is Irish party politics made him resign; “For the last nine months I've done my best to have an influence on that (FG economic policy), but I have to confess that I have virtually no influence, no input whatsoever.”

At this meeting we were promised in FG’s Programme for Government, should they be elected in 2011 to the 31st Dáil, that amongst other “things”, Waterford Hospital would be suitably resourced and funded as a regional hospital, Waterford Institute of Technology would get “University” status, the south east would be supported for economic development etc etc.

In reality ALL of these promises were nothing but election husting’s spin and when push came to shove everything that was promised for Waterford was literally dumped into Room 101!

I fear that we are yet again reliving that Groundhog Day, and strangely enough the same people are promising to deliver for Waterford, yet their track recording in doing this is, well to be polite, diabolical! Yes, we have had some small wins, and these have been small wins, but the big ticket items have just not been delivered.

Who would you put in Room 101?
Proof that this Government is NOT serious about delivering for Waterford and the South East is the complete and utter lack of a FULL ministerial role for a south east TD. The last ministerial portfolio for Waterford was Cullen and our current crop of TDs are not even making the team sheet.

Rest assured that our Dublin centric TDs are lining up plenty of entries for Waterford and the south east for Room 101 – I just hope that our big ticket items do not end up back in there once again!

Omnishambles!

“Noun, plural omnishambles. A situation, especially in politics, in which poor judgement results in disorder or chaos with potential disastrous consequences.” According to all things Wikipedia, this word is a compound word made up from the Latin prefix “omni” meaning “all” and the word “shambles” meaning complete and utter disorder.

This word was first used in the BBC TV series and political satire “The Thick of it” and in particular was used by the lead character Malcolm Tucker, aka Peter Capaldi, he strangely enough would later go on to become the twelfth incarnation of that most famous of Doctors - Doctor Who.

We have seen over the last few weeks, in fact months, political dithering on such an enormous scale, you could well believe that we have been watching a satirical TV series plotting the formation of a new Irish Government in 2016!

The all encompassing media have revelled in telling us, night after night after night, that there have now been many behind closed doors private meetings, with reports of dark shadows skulking and scurrying around the corridors of power in Dáil Éireann.

But are we really any the wiser as to what is actually going on?

I would say NO. The fact of the matter is that, we, as the electorate are being treated with contempt. Almost as though we are something, not so nice smelling, that we would stand on whilst out walking in the pedestrianised area of any high street.

My sentiment is that we are being contemptuously treated by the political glitterati. This was reinforced towards the end of last week when, for the right or wrong reasons, we were informed that one of our highly paid TD’s was applying for legal aid to fight a court case!

Now where is the sense in that? There are people in genuine need of legal aid not receiving it and now here we are with one of our elected representatives asking for yet more of our hard earned taxpayers’ money to pay for his own legal defence!!!!!

Are our TDs not handsomely paid and have they not been on holiday for the last ten weeks?

These issues have irked, angered and annoyed the living daylights out of me for the last few days. In discussion with colleagues and friends, I have often asked what people are doing about it? The reply is more often than not a resigned intake of breath before the answer “Well what can I do and anyway they will not do anything about it!”

Unfortunately, this stock answer is exactly what is expected and I have no doubt that is why the political map of Ireland never really changes. People are either too tired of asking, or there is such a malaise with all things political, that nobody is prepared to put the necessary pressure on our TDs to make real positive change.

This seeming unwillingness to ask and drive home the hard questions, or be that Terrier with his bone, thus being prepared to fight to get the right answers has trickled down to local politics and local decision making.

The fact of the matter is, that we as citizens, and local businesses are plainly not prepared to fight for what is right, proper and correct. There are far too many recent examples of us just sitting back and accepting what is thrown at us.

The collective strength in numbers, does affect positive change thus creating opportunities for businesses to “barter a better deal”. If only more people believed in this mantra and were prepared to not just put a hand above the parapet, but were prepared to stand on the parapet and shout!
 
As long as we remain silent voters, we will be treated like mushrooms and forever kept in the dark.

Waterford is transitioning alongside the various highly publicised developments which are beginning to start. The future of Waterford must be in the hands of the citizens and businesses that fund that change.

Today’s headline - tomorrow’s fish supper wrapper!

“Today’s headline - tomorrow’s fish supper wrapper” is a phrase often used back home, in Scotland, when referring to the millions of fish and chips, or deep fried mars bar takeaways, that are still wrapped in the previous day’s unsold national and local newspapers. Both the broadsheets and redtops are recycled for this very purpose and for some reason your fish supper always tastes better wrapped in newspaper.

This much worn phrase implies that no matter how good or bad a printed headline is, in the vast array of news print we have available, it undoubtedly has a very limited lifespan. The sensationalism of a newspaper headline is more often than not extremely short lived and therefore all too easily forgotten!

It is without doubt our ability to forget that has Government, aided by their very clever PR gurus, that regularly and without challenge allow contentious and controversial issues to be “shock news” for a relatively short period of time as they are aware that we all literally “forgive and forget” in the space of a few days.

We can see clear battle lines being drawn when unpopular decisions are about to be made. With a quantifiable time period for the bad press fallout and social media pillorying in place. Rest assured there are advisors upon advisors acting on behalf of the many Government departments, working away into the wee small hours calculating just how long a bad news story will run and last, and working out how to “ride out the chorus of protest and disapproval”.

It is these risk and reward calculations that allow Government to make unpopular choices and deal with a plethora of embarrassing headlines. Even though we have no official word as to who or what will constitute the makeup of the next Government we have already seen, read and forgotten the recent headlines over the retaining, recharging or ditching of water charges!

We will read with regularity over the coming few days and weeks claim and counter claim as more and more insider inter-party negotiation information is leaked to the press from all mainstream political parties, alliance interest groups and independents, who could well be holding the balance of power of the next Government – a throwback to the “good old days!”.

This in turn will create sensational and often spurious headlines with a view to creating shock and astonishment for the reader. However, we must be prepared to dig deeper beyond the initial headline to get at the truth of the story to formulate our own opinions.

Sometimes we can and will be swayed by headline grabbers who cynics might say are published by newspapers to increase sales. After all bad news seems to sell many more newspapers than a good news story headline.

To tackle the various hot ticket issues in the next few weeks we need in turn to voice our own opinions and concerns to those who will making the decisions behind closed doors and in the corridors of Dublin. After all did we not go to the poles to vote for change? This can of course be done on a very local level through our four newly directly elected members.

But be warned the clock is ticking on our opportunity to have our say and voice our opinion. But it is never too late to make that difference.

We are all responsible for creating our own headlines and making the printed news matter to us. The last things we need in Waterford and Ireland Inc is a whole series of newspapers headlines that will simply disappear into our green refuse bin. Ultimately biodegrading or being recycled into another sensational newspaper headline.
As tax payers and voters we must not be frightened or concerned about contacting and lobbying those very people we ultimately employ. We are all responsible for making change for the betterment of Waterford and the wider society in general.
